The objective was to analyze the changes in healthcare practices subsequent to introduction of the activities of a public university into primary healthcare in Santos, state of Sao Paulo, Brazil. This was a qualitative study among primary healthcare professionals involved in educational and extension activities at the university. Some interviewees reported that they had not participated in joint planning of activities and emphasized that there is a dichotomy between theory and practice. These professionals point out potential for teaching-service-community integration with regard to changes of practices, taking the view that the university does not replace the service, but provides a moment of pause and discussion that allows changes to the ways of relating to and perceiving users’ problems, with rethinking of the concepts of health, care and teamwork, and also favoring of contact with and studies on new tools/ways of working.
