Abstract

This study analyzed the weaknesses of and threats to the implementation of high-quality vaccination activities across states in Brazil. We conducted a directed qualitative content analysis of weaknesses and threats identified by 17 Brazilian states using a Strengths, Weaknesses, Opportunities, and Threats (SWOT) matrix during the period November 24, 2023, to January 17, 2024. Four core empirical themes emerged: work processes; human resources; territorial organization; and information and communication systems. The findings revealed the following overlapping weaknesses and threats: difficulties in microplanning, monitoring and staff training; participation of external stakeholders; number of professionals; physical infrastructure; and identification of vulnerable populations and vaccination status. The use of the SWOT matrix played an important role in identifying weaknesses in and threats to microplanning and fostered keys reflections for improvement.
