Abstract
The aim of this article is to analyze the discourse surrounding mobilizations conducted by Fênix, an association of mental health patients in a municipality in the state of Piauí, to promote the re-articulation of services that had been suspended during the pandemic. We conducted a qualitative study adopting a cartographic approach, involving an institutional analysis based on the observation of meetings, visits and public hearings. The findings reveal poor coordination of the psychosocial care network, the absence of psychiatric services, discontinuity in the hiring of health professionals, the lack of matrix support, care flowcharts and the Singular Therapeutic Project, and the deterioration of substitute services. It is concluded that Fênix’s mobilization efforts led to the hiring of a psychiatrist and the resumption of group activities in the CAPS II and CAPS AD 24h.
