Abstract

Using the policy cycle approach, this study analyzed the effects of health residency policy in the state of Pernambuco, Brazil. We conducted a qualitative study using semi-structured interviews with nine key actors and document research. The data were analyzed using thematic content analysis. The following policy results were observed: strengthening of the Brazilian National Health System (SUS) role in the regulation of training; an increase in the level of qualification of health professionals; improvements in health care quality and access. Despite limitations, investment in the implementation of the policy as the locus of coordination between teaching, service and community enhances the reach of the comprehensiveness of care while at the same time driving the necessary changes to higher education in health and care practices.
